7th CPC Recommendations
7th CPC has recommended higher pay for IP, ASP and Group-B cadres. A long pending demand is now seen accepted by the Pay commission. Our Association had submitted a memorandum to the 7th CPC (available in the All India Blog). We had requested to grant GP of Rs.5400 to Group-B, Rs.6600/- as Non-functional GP after 4 years in Group-B, Rs.6600/- as entry level GP for JTS and Rs.7600/- for STS. Except GP of Rs.5400/- for Group-B, other demands are not seen considered. We have to project our demand again. Unfortunately, our All India Association has become non-existent. Major Circles were requested to convene All India General Body but none has come forward. Kerala Circle is ready to convene the All India General Body if it is agreeable to other Circles. We should have an All India Association to present our demands.

The net increase is likely to be in the range of 22 per cent after subsuming the current 119 per cent dearness allowance in the new basic and grade pay scale.
The Seventh Pay Commission is likely to recommend a net increase of 22 per cent over the current pay package of Central government employees with a 15 per cent raise in basic pay and up to 25 per cent jump in allowances.
“The net increase is likely to be in the range of 22 per cent after subsuming the current 119 per cent dearness allowance in the new basic and grade pay scale,” sources said. They said the net figure would provide the government the leeway to add another 5-7 per cent increase — as was done on the last two Pay Commission recommendations — to take the eventual raise to nearly 30 per cent.
The final figure, however, could be a tad below the 35 per cent hike employees got on implementation of the Sixth Pay Commission in 2008. “That time the situation was different. There was buoyancy in revenue collections. Now revenue receipts have become stagnant,” an official said.
The recommendation, which will become effective after a Cabinet nod, will impact 50 lakh Central government employees and 54 lakh pensioners. Sources said they expected the entire approval process to take another four months, at least, with the likelihood of its implementation by June next year.
However, since the hike in salaries is effective from January 2016, the arrears until June could be hived off as employees’ savings into the pension fund. “The Controller General of Accounts is already considering options for investment of Seventh Pay Commission arrears,” said an official

The OSD post which would become vacant consequent to the above changes will be restored as Dy.SP at Trivandrum North Division. ASP(Philately) post will also be restored simultaneously by redeploying the post of ASP(OD) of Trivandrum North Division.

Only two officers have been allotted to our Circle though eight vacancies were reported to Directorate. Our Association congratulates both the officers and also wish them all the very best in their career.
RETIREMENT OF OFFICERS
Sri.P.K.Haridas, SSP, Ernakulam has retired on 31.10.2015. Sri. P.Jayadevan, SSP, Calicut is retiring on 30.11.2015. Postal Officers Association Wish both of them a Happy and Peaceful Retired Life. The Association is planning to arrange a farewell at Trivandrum on 24.11.2015 at 6.30 PM. A formal invitation is being extended to both the officers. Retirement of Sri. Kunhiraman, Senior Postmaster Calicut HO
Sri. Kunhiraman, Sr. Postmaster, Calicut HO has retired yesterday on 30.4.2015. It is learnt that Vigilance clearance is yet to be issued in his case from RO, Calicut. The issue is being processed at Circle Office. We hope that the Circle Administration would take a decision favourable to the Officer. Postal Officers Association Wish him a peaceful retired life.

Demise of Sri. T.M.Krishnaswamy, ASP
Sri. T.M.Krishnaswamy, ASP has expired at JIPMER hospital Pondicherry. His body has been cremated today at Coimbatore. For about more than three months he was undergoing treatment initially at Coimbatore and later at Pondicherry. He had severe breathing problem in the later stages and this has resulted in his sudden demise. All of us and his family were hopeful that he would recover and get discharged by the end of this month. But God has decided other wise. He was my close associate at Palakkad during my tenure as SSP. Later he joined me again at Trivandrum. His dedicated approach to all his assignments is appreciable. He had in-depth knowledge in rules and procedures of our Department, especially in investigation and vigilance matters. He had a leading role in conducting Local PA/SA induction training programme at Trivandrum in the year 2010 and 2011. He was the main person in drafting the revised procedure in GDS recruitment in our Circle to ensure more transparency in the selection process. Realising his deep knowledge in vigilance and investigation matter, the then CPMG, Ms. Shoba Koshy included him in the three member faculty team which was assigned with the duty of imparting training on these subjects to the newly recruited./ promoted Inspector Posts at PTC, Mysore and Vadodara. He had good knowledge in Sanskrit and used to quote Slogas in his speeches which was appreciated by many VIPs. His sudden demise at the age of 52 is a great loss to all of us. India Post to focus on e-commerce
The Department of Posts has set its eyes on joining the e-commerce bandwagon, with an e-commerce portal of its own in the pipeline.
Addressing a press conference here on Wednesday, John Samuel, member, Postal Services Board, said the department had signed agreements with major e-commerce sites such as Flipkart, Amazon, and Snapdeal for e-commerce consignments across the country. The department’s own e-commerce portal would be launched shortly, through which products from local communities could be marketed through the post office network. Agreements were being signed with the Cashew Board and the Spices Board to sell their products via the postal network as well, Mr. Samuel said.
The department, he said, was eyeing a 20 per cent jump in revenue through the foray into e-commerce. Infrastructure for this initiative, apart from the network of 1.55 lakh post offices across the country, was being set up with e-commerce portal warehousing centres, parcel picking centres, parcel processing centres, and transport systems.
An investment of Rs.4,909 crore was being made during the current Five Year Plan for the India Post IT project, which would see computerisation and networking of all the 1.55 lakh post offices. Special focus was being given to Core Banking Solutions for Post Office Savings Bank operations. The Karunagapally head post office went live on the core banking system on Wednesday, while the Thiruvananthapuram GPO, Thiruvalla, Mavelikara, and Perumbavoor head post offices would start functioning on the core banking platform on January 27. The department has signed agreements with Flipkart, Amazon, Snapdeal for e-commerce consignments.
